| 中文摘要:本文将产业承接地对迁入企业的政策支持变量引入Krugman（1991）“中心——外围”模型，分析了政府政策影响产业转移的微观机理，并进一步推理出有效引导产业转移，承接地政府需要给予企业政策制度支持的临界条件。研究表明，承接地政府的政策制度支持确实能够对企业迁移到承接地起到一定作用，且政策支持力度越大，则企业迁移到承接地的可能性也越大。在保持政策支持力度不变的情况下，当运输成本足够低时，才会促动产业空间迁移。同时，产业转移的政策支持因子的临界值随冰山运输成本的降低而先降低后增加，表明所需的政策支持力度从加强到减弱；而在规模经济很大或者制造业占经济份额较大时，产业向承接地转移也不那么容易发生，为此，承接地政府需要对企业给予更大的政策支持力度。 |

| The Guidance of Micro-Mechanism for Industrial Transfer:A Spatial Economic Model Including Double Factors of the Market and Policy |

| Abstract:This paper brings the variable quantity of industry undertaker's policy support to relocated enterprise in Krugman's Core-periphery model, and analyzes the microcosmic mechanism of how did the policies and systems of the government influence industrial transfer, and further deduces that the undertaking government's policies and systems need to give the critical condition of institutional support to the enterprises. Researches show that the institutional support of the government indeed played a role in moving the enterprises to the undertaking area, and the greater the support, the greater the likelihood of the enterprises to move into the undertaking area. Under the circumstances of keeping the support invariable, when the transport costs are low enough, it will promote the transfer of industry. In the meantime, the critical condition of the industry transfer's policy support factor firstly decreases and then increases with the decreasing of iceberg transport costs, which indicates that the strength of the policy support is from strengthen to weaken. Similarly, the industry transfer is not likely to happen when the economies of scale is large or the share of manufacturing is high. So in this case, the undertaking government needs to give more policy support to the enterprises. |
