| 中文摘要:WTO政府采购协议是“富人”之间的游戏规则 ,更注重保护发达国家的利益 ,中国加入 WTO时不宜同时加入该协议。但加入 WTO带给中国经济的影响 ,要求中国迅速建立和完善与国际接轨的政府采购法律制度 ,以保护民族产业和调控社会经济。在 WTO环境下 ,中国政府采购法的适用范围应尽可能宽泛 ,管理体制应采用强有力的财政部门负责制 |
