中文摘要:首先分析了湖南省科技发展现状,并从财政的视角归纳出了制约湖南科技事业发展三大因素——财政科技投入总量不足、结构不合理和管理机制落后,进而着重从建立财政科技投入稳定增长和高效引导机制、调整和优化财政科技投入结构和创新财政科技投入管理机制等方面提出促进湖南省科技事业发展的若干财政政策建议。
