中文摘要:针对目前我国政府对公共工程项目的垄断专营带来的效率低下、管理混乱等问题,政府实行了代建制模式的有益探索。在代建制模式构建过程中,政府分化为代建制的规范性权利与旧制度的失范性权利,两者为各自的利益相互博弈。文章从失范性权利坚持推新或者守旧策略的角度,建立权利博弈模型,分析代建制模式构建中存在的一些问题,并提出相关建议。
