中文摘要:当全能型政府理论遭受来自各个方面的挑战,有限政府理论开始逐步成为被关注的热点。从公民和政府之间的关系的理论追索,可以明确政府有限性的界限。从有限政府的理论渊源导出有限政府的基本特质,并通过明确有限政府的基本特质,更清楚明晰地分辨政府有限性的依据和范围,为推进政府职能模式的转化提供理论依据。
