| 中文摘要:通过分析长株潭区域构建科技自主创新体系的现实基础，以实现长株潭区域社会快速进步、经济快速发展、竞争力与自主创新能力提高为总体目标，构建了以竞合性企业为主体，以高等院校和科研院所为两翼(“一体两翼”)的科技自主创新体系模型，分析了模型中各个要素的功能，并阐述了模型的运行机制，最后，给出了长株潭区域两型社会建设科技自主创新体系建设的相应政策建议。 |

| The Reseach on Construction of Scientific Innovative System in Changsha, Zhuzhou and Xiangtan |

| Abstract:In this paper, a scientific innovative model is presented by analyzing the reality basis of scientific innovative system in Changsha, Zhuzhou and Xiangtan. The purpose of setting the model is to realize rapid progress of society, fast economic development and the increase of competitiveness and innovation. In this model, the body is the competitive and cooperative company and the two wings are the universities and scientific institutions. The paper also analyzed the functions of each element in the model. Based on operational illustration, policy suggestions to the construction of scientific innovative system in Changsha, Zhuzhou and Xiangtan are brought forward. |
