| 中文摘要:尽管农村金融的发展已被烙了政策的印记，并被作为和谐社会建设中不可或缺的一环而存在，但是农村金融法外之治、农村金融功能抑制、农业政策保险缺位等表明中国新农村的建设并非一个简单的政策导向问题，而更应是一个立法先行的问题。从中国农村金融发展中的困境发现与分析出发来寻求可能的法律答案既是一种方法，同时也是一条必经的途径。 |

| Consideration about the Innovation of Legal Platform for the Chinese Agricultural Development——from the Angel of Difficulty |

| Abstract:Although agricultural finance has been signified as the policy symbol, as the indispensable element of the construction of harmonious society, problems such as its ruling out of the law, restriction of its function, omission of agricultural policy insurance, etc, mean that the construction of Chinese new countryside is more an issue of legislation than a policy-guiding issue. To find the possible answer by law from its difficulties and analysis is not only a method, but also a necessary way. |
