| 中文摘要:陈炽是中国近代早期资产阶级维新派著名的思想家，也是近代著名的报刊启蒙思想家。对当时清政府只许洋人办报而不准华人办报的做法，他深感痛心和不满，并提出了尖锐批评。他认为，报馆是实现民主政治的重要手段和振兴商务的重要工具，其本质是“桀犬吠尧，各为其主”，因此，他告戒人们：“国之利器 不可假人”。他劝告清政府要允许民间办报，对资金不足的，官府应该给予资助；当报馆与社会之间发生争端时，要派专员进行稽察，帮助解决问题；对待外国人，不允许再办华文报纸，要办，也应该对他们进行有力的管理。同时，他还希望报馆从业人员应该具备“公道、精明、诚实、正直”的优良品德，以保证报纸的质量。这些思想，无论是对最高统治者，还是对于一般的民众都具有报纸启蒙的教育意义。 |

| Research on Chen Chi’s Enlightenment of Newspaper Office |

| Abstract:Chen Chi was well-known innovatory ideologist of bourgeois reformer in China’s early modern period, and also a famous news initiation thinker. At that time, the Qing government allowed the foreigners to run a newspaper only and barred Chinese from it. Therefore, Chen Chi was deeply distressed and dissatisfied. He made a sharp criticism. In his view, the newspaper was not only an important means to achieve democracy, but also an important tool to revitalize the business. What’s more, he considered that the newspaper’s essence was each paper serve for its own absolutely. So he admonished people that as an edge tool of nation the newspaper shouldn’t be controlled by other countries. Then, he suggested to the Qing government to permit the folk to run a newspaper. When meeting insufficient funds, the government should be the sponsor; When there was a conflict between newspaper office and society, the government shall send the commissioners for investigating and helping to solve the issue; If the foreigners want to run a newspaper, the government should deal with them with powerful management. Meanwhile, he expected the individuals working at journalism should be well informed with some good virtues including fairness, prudence, honesty and integrity, which was an assurgent of newspaper’s quality. All these ideas had a pedagogical meaning of newspaper enlightenment to both the imperator and the public. |
