| 中文摘要:我国内外经济失衡的根本原因是不合理要素价格下的国有及国有控股企业利润迅速增长且不愿意分红和软预算约束下的国有及国有控股企业投资冲动。市场经济中国家兴办国有及国有控股企业的目的是为了更有效地实现国家经济职能，只有通过体制改革使我国经济社会发展中不需要存在的国有及国有控股企业民营化、需要存在的国有及国有控股企业财政化，才能从根本上解决内外经济失衡问题。 |

| China's Internal and External Economic Imbalance and State Owned and State holding Enterprise Financial Function |

| Abstract:Balance of payment huge current account and investment consumption imbalance have become an important influence factor for China's economic sustainability of development. Through the theoretical analysis, this paper states that China internal and external economic imbalance can be accused of state owned and state-holding enterprises not sharing out huge bonus and impulse investing. The aim of state setting up state-owned and state holding enterprises in market economy is to realize state economic function effectively, this paper suggests that state owned and state holding enterprises financial function can solve the internal and external economic imbalance problems. |
