| 中文摘要:随着互联网时代的到来，中国人大代表的“网络问政”已成为一种普遍现象，他们利用各种电子信息产品与选民沟通、搜集和表达民意，在国家权力与公民权利之间试图形成信息对称局面，但也带来了对网络过分依赖而忽略实地调研、网上作秀敷衍民意、缺乏规范化的制度等一系列问题，鉴于此，有必要修订人民代表大会代表法，确立网络交流制度；改善代表结构，使之充分利用网络；构建多功能网络信息平台，提高人大代表的工作效率。 |

| Implications of the Chinese National People’s Congress Deputies’ Online Political Consultation |

| Abstract:The internet age is witnessing a growing phenomenon of online political consultation practiced by deputies of the Chinese National People’s Congress (NPC). NPC deputies use a plethora of new information and communications technologies to communicate with voters and solicit public opinion with the attempt to achieve information symmetry between state power and citizens’ rights. The same practice, however, has also led to the over reliance by NPC deputies upon internet technologies thus neglecting the importance of face to face contact and fieldwork. Meanwhile, there is a lack of policy and formal institutional response to online political consultation. It is therefore argued in this paper that the Law on People’s Congress Deputies be revised with a view to stipulating the institutionalization of online political communication and restructuring the representational relations by exploiting the potential of internet technologies. It is also imperative that multi function information network platforms are established to improve the efficiency of NPC deputies’ work. |
