| 中文摘要:在传统的“统治”观念中，政府是公共产品、公共服务、社会福利的唯一提供者，而现代“治理”理念认为，公共治理的主体是多元的，NPO也是重要的治理主体。综观各个国家公共领域的发展，建立合作伙伴关系已经成为各国的共识。当前，NPO的迅速崛起和全球化已经被看成是影响未来全球发展的主要因素之一。在我国，构建政府与NPO之间的合作伙伴关系同样是政府与NPO关系发展的未来走向，两者合作伙伴关系的构建离不开政府主导作用的发挥，也离不开NPO的充分发展和社会的支持。 |

| Future Prospects of the Partnership and Construction of the Relationship Between Our Government and the NPO |

| Abstract:In the traditional “rule” concept, the Government is the only provider of public pruduction, public seruice, social welfare, but the view of the modern "governance" concept is that the main body of public governance is diverse, and NPO is also the main body of governance. A sound structure of governance requires a reasonable division of labor, cooperative effort of different body of governance to form a healthy partnership. Looking at the development of the public sphere of individual countries, the establishment of partnerships has become a consensus among all countries. At present, the rapid rise and globalization of NPO regard as one of the five factors of the impact to the future of global development. In our country, it is also a future direction of the development of relations between government and the NPO to build a benign interaction between them. Positive interaction between the two can not be separated from the leading role of the Government, but also can not be separated from the full development of NPO and social support. |
