| 中文摘要:转型期的中国，由人民内部引发的各类群体性事件增多。在治理群体性事件过程中，政府肩负着治理群体性事件的直接责任。但是政府自身在资源分配、人员结构、组织体系等方面存在局限性，仅仅依靠政府的力量确实很难做到群体性事件应对的高效、快速、协调、灵活。因此，应充分发挥非政府组织参与治理群体性事件的作用。但非政府组织在参与群体性事件治理中还存在一些现实困境，对此，应在促进协调、健全法制、增进互动、强化预警、加强自律、完善监管、扩大宣传、科学评估等方面不断完善非政府组织参与群体性事件的治理，努力推进非政府组织的发展。 |

| On China’s Non governmental Organization and the Solution of Group Events |

| Abstract:During the transition period of China, the occurrence of group events among the people is on the rise, and the government is directly responsible for the solution of these events. However, due to the limitations of government involving the distribution of resources, personnel structure, organizational system, etc, it is hard to cope with the events fast, efficiently and flexibly only by relying on the government's force itself. For this reason, the function of non governmental organization shall be brought into full play. At present, there exist some actual problems when non governmental organization participates in the solution of group events. We shall push forward the development of non governmental organization, and continuously improve its functions on participating in the solution of group events in terms of enhancing coordination, perfecting legal system, strengthening alert mechanism, self regulation and supervision, as well as expanding publicity and evaluating scientifically. |
