| 中文摘要:西蒙与沃尔多之争（以下简称“西沃之争”）被公认为是西方公共行政学发展史上最具启发性的思想交锋，对西方公共行政学的研究和发展产生了深远的影响。西蒙与沃尔多围绕公共行政学学科“身份”问题、事实与价值关系问题、价值观问题、思维与表达方式问题、文本的误读问题进行了立场相反的辩论。这场争论不仅促使公共行政从热衷于效率价值的追求转变为更多地民主价值关怀，积极地改变了人们对于规范价值的态度，而且形成了西方公共行政学者社群对于公共行政学学科身份危机的两种不同的救赎之路。 |

| On the Simon Waldo Debate and its Impact Based on the Analysis of Differences |

| Abstract:The Simon Waldo debate is recognized as the history of Western public administration's most inspiring confrontation of ideas, which has had a profound impact on the research and development of Western public administration. Simon and Waldo's arguments occurred for a position opposite around the following topics: public administration disciplines “identity”, relationship between fact and value, values, thinking and expression, misreading of the text and so on. The debate is not only to positive change people's attitude for the normative value, promoting a more caring about democratic values from the enthusiastic pursuit of efficiency value in public administration, and form two factions of the community of public administration scholars and two different road to solving identity crisis of public administration. |
