| 中文摘要:公民的预算参与权是公民通过各种合法的途径与方式参与预算事务的权利。确立并保障公民预算参与权的实现，不仅有助于公民参政议政，促进预算公平，实现人民主权，而且可以有效启动权利对权力的监督制约，推动民主的发展。目前，我国对于公民预算参与权的保障不仅法律体系不完善，而且参与途径缺失，救济渠道不畅。因而公民预算参与权在我国的实现，不仅需要健全相关立法，而且需要完善参与途径，疏通救济渠道。 |

| On the Citizens’ Budget Participation Right and Its Realization |

| Abstract:The citizens’ budget participation right is the right that through various legal ways and means to participate in budget affairs. Establish and protect the realization of the citizens’ budget participation right, not only contribute to the citizen participation, promotion budget justice, realization of people's sovereignty, but also can effectively start supervision and restriction from right to power, promote the development of democracy. At present, in china the protection of citizens’ budget participation right is not only the legal system is imperfect, and lack of involvement in pathways and relief channel. Therefore the realization of citizens’ budget participation rights in China, not only need to improve relevant legislation, but also need to perfect the participation way, dredge relief channel. |
