| 中文摘要:新农合参保者的欺诈行为源于机会主义倾向，不同特征的人对欺诈成因的认知能充分反映其行为的影响因素。调查表明：年长者及低收入者更认可个人原因，女性及低收入者更认可医疗机构原因，文化程度高者更认可社会原因，对政府原因的认可无差异。须改善农民健康状况及思想观念，提高低收入群体的支付能力，建立完善的信息披露机制以防范参保农民的欺诈行为。 |

| The Study of the Cognitive Differences in the Cause of Fraud of New Rural Cooperative Insured |

| Abstract:New rural cooperative medical insurance fraud stems from the tendency of opportunism. The cognitive of the fraud causes who have different features can reflect the factors which affect behavior.The survey showed that the insured have higher recognition of the personal, governmental and social causes than the medical cause. Personal cause is more recognized by elderly and low-income individuals, medical institutions cause is more by women and low-income individual, and social cause is more by highly educated individuals, while there is no difference towards government cause. To prevent insured’s cheating behavior, farmers’ health conditions and ideas must be improves, low-incomers’ purchasing ability must be enhanced and establish the information disclosure mechanism. |
