中文摘要:流域资源作为准公共产品,需要政府、企业和公众来共同治理和保护,文章首先对流域治理主体之间的共生关系进行了博弈诠释,认为流域治理主体共生的前提是各成员因共同利益选择合作。在此基础上,借用Logistic模型描述了各治理主体在流域治理中共生的形成过程,并对共生的稳定条件进行了分析,得出的结论是:政府对企业和公众的流域治理效果贡献较大,而企业和公众的参与对政府流域治理效果的贡献相对比较小。

Symbiosis Model of the Participants of Watershed Management and Stability Analysis
Abstract:As quasi public product, watershed resource need to be managed and protected by the government departments, enterprises and the public together. This paper uses the game method to annotate the symbiosis relationship among the participants of the watershed management, and find out that the premise of symbiosis is the cooperation of participants for the common interests. Based on the analysis above, this paper describes the forming process of symbiosis of the participants by using logistic model and analyzes the stability conditions of symbiosis. And then concludes that the behaviors of government will contribute much to the watershed management effect of the enterprises and the public, while the enterprises and the public contribute little to government.
