| 中文摘要:美国照顾政策与我国少数民族教育优惠政策存在诸多异同。美国对黑人种族实行的照顾政策多是出于补偿正义的考虑，因为历史上的歧视是导致黑人种族发展滞后的重要原因。我国少数民族优惠政策不是由于少数民族在历史上受到歧视，而是由于少数民族地区发展滞后。中美两国实施照顾政策或优惠政策的原因不一样，但政策采用的手段类似。通过对比中美政策，将有利于我国少数民族教育优惠政策的发展。 |

| The Comparison of Affirmative Action in America and Minority Educational Preference in China |

| Abstract:For the long history of discrimination the black people lag behind of the whole society. The Affirmative Action has been implemented to end the discrimination and give them preferential hiring and selection in term of compensation. In China, the minority locate in the remote area leads to the scarce social resources. The minority preference aims to give them more chance in the field of hiring and education based not on discrimination but the lack of resources. We two countries carry out the policy in almost the same means. The comparison of the two acts will be beneficial to our Minority preferential action. |
