| 中文摘要:中国文化产业发展保障体系是一个以政府为主导、以文化企业为核心、以社会力量为支持的三位一体的保障格局，主要包括初级生产要素、高级生产要素以及环境因素等三个保障子系统，其中初级生产要素保障子系统的构建依托于文化资源的保护以及投融资体系的健全，高级生产要素保障子系统的构建依托于人才培育体系的完善以及技术转换的加快，而环境因素保障子系统的构建则依托于宽松高效的政治环境和公平规范的市场环境。 |

| Research on Assurance System Construction of China’s Cultural Industry Development |

| Abstract:China's cultural industry development assurance system is a trinity assurance pattern with government-led, cultural enterprises-based and social forces-supported, which includes the basic factors of production assurance subsystem, the advanced factors of production assurance subsystem and environmental factors assurance subsystem. Construction of the basic factors assurance subsystem is based on cultural resources protection and improvement of investment and financing system, while construction of the advanced factors assurance subsystem based on the perfection of talent cultivation system and the speeding up of the technical transformation. Construction of environmental factors assurance subsystem is based on loose effective political environment and fair normative market environment. |
