中文摘要:如何充分发挥制度的激励和约束效能是生态文明建设中的重要课题。以正式制度和非正式制度理论视角来看，正式制度是生态文明建设顺利推进的法治保障，非正式制度是生态文明建设的价值导向和道德支撑。只有二者有效的契合与互动，形成正式制度强制规范和非正式制度道德支撑的合力，才能有力推动我国新时期生态文明的建设。

System Efficiency of Ecological Civilization Construction in the Logic of the Institutions

Abstract:How to give full play to the system of incentives and controls performance is important issue of ecological civilization construction. Formal system is the smooth progress of their law protection. Informal system is Value-oriented and moral support. Integration and interaction of two systems can make the formal system of peremptory norms and the informal system of moral brace together form force to effectively promote the construction of ecological civilization in new era.
