中文摘要:山区是我国森林资源分布的主要区域，同时也是贫困人口的聚集地区。森林资源是山区重要的生产资料，森林生态系统服务功能为山区经济发展提供了重要的生态基础。然而山区社会经济的快速发展中必然伴随着资源过度消耗和生态环境破坏等问题，因此研究林业生态建设对山区减贫的影响有着重要意义。地处武陵山区的湘西自治州森林资源极为丰富，同时也是典型的少数民族贫困山区。在特殊的地域环境下，该区域的林业生态建设与山区贫困的关系较为复杂。湘西自治州林业生态建设对山区减贫既有贡献，也存在一定的制约。具体而言，湘西州林业生态建设对于山区低收入的农民有一定的经济贡献，但对较高收入的农民收入影响并不十分明显。此外，林业生态建设对当地农民林业资源的利用产生了诸多限制，从而对当地农民的减贫产生了一定的制约和影响。

Research on the Impact of Forestry Ecological Construction on Mountain's Poverty Reduction——A Case Study in Xiangxi Autonomous Prefecture of Hunan Province

Abstract:Mountain is the main area of the distribution of forest resources in China, meanwhile, it's also the areas where poor people gathered. Forest resources are an important means of production, and the mountain forest ecosystem service provides an important ecological basis for the economy development of mountainous area. However, the rapid development of social economy of mountainous area will inevitably accompanied with excessive consumption of resources and ecological environment destruction, therefore, studying the impact of forestry ecological construction of mountains poverty reduction has its crucial significance. Xiangxi autonomous, as is located in the WuLing mountain area, has extremely rich forest resources, and it's also a typical minority poverty mountainous area. Under those special geographical environments, the relationship between forestry ecological construction and poverty of the mountainous area is comparably much more complicated. Xiangxi autonomous' mountains poverty reduction leads to both contributions of forestry ecological construction and several certain constraints as well. Specifically speaking, suggestions for forestry ecological constructions in mountainous area do have certain economic contributions to these low-income farmers, but not the same obvious effect to those higher income farmers. Apart from that, the forestry ecological construction has restrictions on local farmers' exploitation of forest resources, which has certain constraints effect on local farmer's poverty reduction.
