| 中文摘要:1997年之前的法治建设评价以目标责任制为形式，依附于政绩考核；1997年至2005年为法治建设评价的宏观设计阶段，立法后评估成为新的形式；以余杭法治指数的出台为标志；2005年之后法治建设评价进入全方位、地方实践的阶段。法治建设评价实践表明，法治中国建设评价宜采取体制性的路径，为“五位一体”的全方位评价，从服务于政绩评价走向独立的评价，从以内部法律责任为保障走向以政治责任为保障的评价。 |

| Developments, Experiences and Prospects of the Construction Evaluation Practice of the Rule of Law in China |

| Abstract:Prior to 1997, the construction evaluation practice of the rule of law took the form of target responsibility and was attached to the political performance evaluation. During 1997 to 2005, the construction evaluation practice of the rule of law went forward into macro design stage, took the post legislation evaluation as a new form and was marked by the introduction of index of rule of law in Yuhang district. Since 2005, the construction evaluation practice of the rule of law has entered into the full range, local practice stage. The construction evaluation practices of the rule of law indicate that the construction evaluation of the rule of law should take the institutional path, be comprehensive in five aspects, be independent from the political performance evaluation and be guaranteed by political responsibility. |
