中文摘要:慈善公益组织是国家治理体系的重要组成部分，公信力是慈善公益组织存在的基石。当前慈善公益组织公信力“失信”严重，存在的突出问题主要集中在政府主导的慈善组织，包括慈善信息公开透明度低、慈善专业人才匮乏、监管机制缺位等。强化公信力建设是推进慈善公益组织治理能力现代化的重要保障。构建慈善公益组织公信力建设长效机制的路径是：明晰治理结构的权力制衡；优化慈善信息公开“软实力”建设；完善慈善公益组织发展的制度环境；建立多元化的慈善监督体系。

Thinking of the Modernization of Charitable Organizations Governance Capacity the Perspective of Credibility Construction

Abstract:As an important part of national governance system, the credibility of charity organization is the cornerstone. But the problem of present charitable organizations discredit is very serious.The primary reason is that the charitable organization is led by the government, including the low transparency of information, the lack of professionals, and the absence of supervision mechanism. Strengthen the credibility construction is the important guarantee to modernize the charitable organizations Governance Capacity. The path of constructing the long-term mechanism of charitable organizations credibility construction is including: balancing the power governance structure; optimizing the "soft power" construction of information transparency ; improving the institutional environment for the development of charitable organizations; and establishing a diversified charity supervision system.
