| 中文摘要:在城市社会经济的综合发展中，公共政策起着十分重要的作用，由谁依据何种价值取向、采取何种方式作出公共政策决策，已经成为影响城市发展的重要因素。本文以长沙市焰火燃放的公共政策变革之路为佐证，总结了长沙市焰火燃放公共政策的多个典型阶段，通过分析同一决策对象的决策环境、决策主体、决策依据、决策过程及决策效果等各决策要素的变化，从历时性视角动态性解读公共政策变革中的决策行为及其后果。 |

| Several Thoughts about the Public Policy Changes |

| Abstract:The public policy plays an extremely important role in the comprehensive development of city social economy. Who makes the public policy decision in which way and which value orientation has become a vital factor that affect the development of city. The case that based on the public policy changes of fireworks in Changsha summarizes several typical stages of Changsha fireworks policy. By analyzing the same decision-making object in decision environment, the decision-making body, decision-making basis, decision-making process, decision effect and many other factors, this case interprets decision behaviors and consequences of public policy changes from the dynamic historical perspective. |
