| 中文摘要:源于西方国家的治理理论是我国公共治理领域的热门话题，并被经常用来裁剪我国国家治理体系现代化进程，却忽略了“治理失灵”的存在和我国的特殊国情。元治理理论是对治理理论的批判、超越，更符合中国“强政府”的基本国情和偏好科层治理的历史惯性。因此，在推进国家治理体系和能力现代化进程中，元治理理论可以成为相应的理论参照。 |

| Meta-governance: Theoretical Reference to the Governance System of the Modern State |

| Abstract:Originated from the western countries，Governance Theory, a hot topic in Chinese public management field,is always used to supervise the modernization of govemance systems in China.However,Governance Theory ignores the “governance failure” and China's actual conditions. Meta-governance Theory is the critical theory of Governance Theory, which is in line with the Chinese “strong government” conditions and the historical preferences of bureaucratic governance. Therefore, in the promotion of national governance system and the ability in the process of modernization, the Meta-governance Theory can be a theoretical reference. |
