| 中文摘要:行政强制作为公安机关应急警务处置的主要手段，能够保证公安机关及时有效的处置突发事件和公共安全危机。但是当前应急警务中的行政强制在理论和实践中还存在着一定的乱象，容易导致侵害相对人合法权益的现象发生，有必要从实体和程序上进行规范。 |
