中文摘要:社会主义核心价值观入法入规是党中央做出的一项重大决策，我国一切法律的立改废都必须遵循其要求，《招标投标法》亦不例外。作为规制我国招投标行为的法律，《招标投标法》颁行已久，弊端甚多，亟待修订。《招标投标法》的修订，重点要遵从社会主义核心价值观要求，充分体现法的自由、公正、秩序、效率价值，对监管体制、强制招标范围、招投标方法、惩戒措施、质疑与投诉救济等制度予以完善。

On the Perfection of the Tendering and Bidding Law——Taking Socialist Core Values into the Laws and Regulations as a Threshold

Abstract:It is an important decision made by the Central Committee of the Communist Party of China to introduce socialist core values into the law and regulations,. All laws in China must abide by its requirements, and the Law on Tendering and Bidding is no exception. As a law governing the bidding behavior of our country, the Law on Tendering and Bidding has been promulgated for a long time, which has many drawbacks and needs to be revised urgently. The revision of the Law on Tendering and Bidding should focus on following the requirements of socialist core values, fully embodying the value of freedom, justice, order and efficiency of the law, and improving the supervision system, compulsory tendering scope, bidding methods, disciplinary measures, queries and complaints relief system．
