中文摘要:提升社会治理能力是全面推进国家治理现代化的基础。十八大以来，传统的以政府为核心的一元社会管理逐渐向多元互动的社会治理过渡，我国社会治理水平不断提高，但也面临着治理手段缺乏、制度供给不足、治理创新难持续等一系列现实挑战。社会治理既需要可持续的制度保障又需要能够灵敏回应社会需求的治理工具。在已有社会治理的框架下，本研究引入并从理论上建构了“标准化治理”这一制度工具，其可以从三个方面推进社会治理能力和治理体系现代化：标准化治理强调多元协调机制能够激发社会活力，促进多元社会治理格局的形成；标准化治理作为法治的有效补充，能够填补社会治理的制度缺失区域；标准的反馈机制能够敏感及时地回应社会多样化需求，提高治理效能。

Standardized Governance:Research on Institutional Supply to Promote the Modernization of Social Governance Capacity

Abstract:Promoting the capacity of social governance is the foundation for comprehensively advancing the modernization of national governance.Since the 18th national congress of the communist party of China (CPC), the traditional government as the core of the unitary social management model is gradually transitioning to diverse and interactive social governance model. Although the level of social governance in China is constantly improving, it is also faced with a series of practical challenges, such as the lack of governance means, the shortage of institutional supply, and the difficulty of sustainable governance innovation. Social governance requires a governance tool that can provide sustainable institutional security and responds sensitively to social needs. Therefore, under the framework of existing social governance, this paper introduces and theoretically constructs the institutional tool of standardized governance. It can promote the modernization of social governance capacity and governance system from three aspects: standardized governance emphasizes multiple coordination mechanisms, which can stimulate social vitality and advance the formation of pluralistic social governance pattern. As an effective supplement to the rule of law, standardized governance can fill in the missing areas of social governance system. The standard feedback mechanism can respond to the diverse needs of the society in a sensitive and timely manner to further improve the governance efficiency.
