| 中文摘要:韩国知名政治学者李根在借鉴、吸收约瑟夫·奈的软实力理论和罗伯特·普特南的“双层博弈”理论的基础上，提出了一套新的软实力分析框架，对“软实力”概念进行了自己的定义与分类。在此基础上，他又提出五类软实力策略，以及所谓“软实力协同效应和软实力两难困境”概念，又在聚焦软实力政策价值的前提下运用他的软实力理论框架对诸多现实案例进行了分析，构建了软资源、软实力、软实力政策目标间的逻辑联系，并为非主导国家研究和发展软实力提供了新的视角。虽然其理论对中国学者拓展文化软实力研究有一定的借鉴意义，但其对于软实力的概念界定、理论阐述、案例分析等存在前后矛盾、认识局限、观点偏颇等问题，中国学者应该辩证看待。 |

| An Analysis of Geun Lee's "Soft Power" Theory |

| Abstract:Geun Lee, a famous Korean political scholar, developed a set of new theoretical framework of soft power. According to Lee himself, his conceptual framework is a kind of extension of Joseph Nye's soft power theory. He extended Nye's theory in terms of definitions and categorization and divided soft power into five categories in accordance with the policy goals. Moreover, by employing Robert D. Putman's two-level games theory, Lee introduced the concepts of soft power synergy and soft power dilemma explaining the soft power strategies in the international negotiations. On the premise of soft power policy, Lee used his theoretical framework to analyze many real cases. He constructed the logical connections among soft resources, soft power, and the policy goals of the soft power. What is more, Lee' s theory provides a new perspective for non-leading states to study and develop soft power. Although Lee's theory has certain reference significance for Chinese scholars to expand the study of cultural soft power, its drawbacks like conceptual inconsistency, limited cognition, mistaken view should be sublated. |
