| 中文摘要:采用文献调研和案例分析的研究方法，以芬兰为例，通过对文献资料和网站内容的调查，获取一手资料阐述芬兰开放数据政策的发展历程，探讨芬兰开放数据政策目标与意义、政策内容、法律支持，并在此基础上分析芬兰开放数据政策法规的特点及应用价值，提出制定完善的开放数据政策、修订法律法规、加强开放数据协作、建立开放数据文化的建议。 |

| Research on Policies and Regulations of Government Open Data in Finland and its Enlightenment |

| Abstract:Using the research methods of literature review and case analysis, this paper takes Finland as an example, having access to the first materials from literature, this paper discusses the content of open data policies in Finland, sorts out policy goal, policy content, legal support, and summarizes the characteristics of policies and regulations of government open data in Finland.This paper makes some suggestions on how to formulate the perfect open data policy, revise laws and regulations, strengthen open data collaboration, and establish open data culture. |
