| 中文摘要:日本近代，国民“公德心”的拥有、“公德”水平的快速提高，乃至精神风貌的极大改观，不仅仅是日本政府对国民进行公德教育的结果，更重要的是与“公德”相应的“法治”健全与有效运用的结果。探赜日本近代“公德”发展与“法治”之间的关系，我们就会体会到：其一，日本近代强制性治理“不公德”顽疾的“法治”意识提高；其二，日本近代具有法律效力的《违式诖违条例》落实，迅速使国民 “公德”水平提升；其三，日本近代 “公德教育”与“法治”有机结合推动了国民“公德”快速发展。 |

| The Relationship between "Rule of Law" and "Public Morality" in Modern Japan |

| Abstract:In Modern Japan, especially in the Meiji era, the possession of "public morality", the rapid improvement of "public morality" consciousness, and even the great change of spiritual outlook of Japanese people are not only the result of the government's national moral education, but also the result of the Japanese government's strategy of rapidly improving the quality of "public morality", and the corresponding sound and effective use of the rule of law. First, Japan made use of "rule of law" in modern times to manage the stubborn disease of "unfair morality". Second, the implementation of the "Regulations" with legal effect in Modern Japan promoted the "public morality" of the people. Third, the organic combination of "rule of law" and "public morality education" in Modern Japan has promoted the quality of all citizens. |
