| 中文摘要:建立公共安全视频图像信息适时删除制度，能够缓解信息长期存储给个人带来的隐私担忧，减少存储信息资源浪费，提升信息管理效率。构建公共安全视频图像信息适时删除制度，具有法理正当性、利益协调性与技术可行性。域外实践的经验表明，合理的视频图像信息删除制度并不会冲击公共安全，且能够有效保护隐私和自由。我国应基于利益均衡原则和最小化收集存储原则，明确信息适时删除的主体、范围，根据区域和人群的敏感程度对信息进行分类，设置不同删除期限，对涉嫌犯罪和社会管理需要的信息设置删除例外，同时对未尽到删除义务的管理者进行追责。 |

| Research on Timely Deletion System of Public Security Video Image Information |

| Abstract:Establishing a timely deletion system for public safety video image information can alleviate the privacy concerns caused by the long-term storage of information, reduce the waste of stored information resources, and improve the efficiency of information management. The establishment of a timely deletion system for public safety video image information has legal legitimacy, interest coordination and technical feasibility. Foreign and practical experience shows that a reasonable deletion system for video and image information will not impact public safety and can effectively protect privacy and freedom. Based on the principle of balance of interests and that of minimizing collection and storage, our country should clarify the subject and the scope of timely deletion of information, classify information according to the sensitivity of regions and people,and set different deletion periods, with the exception of the information that involves suspected criminal and social management.At the same time, the managers who have not fulfilled the obligation to delete will be held accountable. |
