中文摘要:文化产业具有意识形态属性与市场属性。以“社会主义文化强国”为目标,我国已经形成了“坚持把社会效益放在首位、社会效益和经济效益相统一”的文化产业政策导向。依据文化产业发展的特殊经济规律,我国构建社会效益导向的政策模式,需要注重“意识形态资源”与“文化遗产资源”的保护与利用,建立健全文化产业的行业规制和行政规制等政策措施。为了构建经济效益导向的政策模式,则需要培育文化产业的竞争优势并提升文化企业的知识产权价值,完善文化产业的“财政补贴”和“税收优惠”等政策措施。

Policy Orientation and Choice of Culture Industry under the Objective of "Culturally Strong Country"
Abstract:It is understood that cultural industry has the attributes of ideology and market. With the goal of "building a socialist culturally strong country", China has already formed a cultural industry policy revolving around "insisting on putting social benefits first and unifying social benefits with economic benefits". According to the special economic rule of the development of cultural industry, China needs to pay attention to the protection and utilization of "ideological resources" and "cultural heritage resources", in addition, China should establish better policies and measures of industrial and administrative regulations of cultural industry to construct the policy mode of social benefit orientation. In order to build an economic policy model, it is necessary to cultivate the competitive advantages of the cultural industry, enhance the value of intellectual property rights of cultural enterprises, and improve the policies and measures of "fiscal subsidies" and "tax incentives" for the cultural industry.
