中文摘要:选取中国30个重点城市2003-2018年的面板数据,采用双重差分方法研究“十二五”以来碳排放总量和强度双约束政策对中国城市空气质量的影响。基于动态因果效应明确碳排放总量和强度双约束政策实施年份;考察碳排放总量和强度双约束政策对城市空气质量的平均因果效应;通过改变政策实施年份、样本研究区间以及城市空气质量的衡量指标对实证结果进行稳健性检验。结果表明:碳排放总量和强度双约束政策实施后,碳强度下降1%会使SO2平均浓度较之前多下降2.7633%,使NO2平均浓度较之前多下降1.0576%,使PM10平均浓度较之前多下降3.0981%,使综合污染指数较之前多下降0.0869%。

Effect of Carbon Emission Restriction Policies on Air Quality in China's Key Cities
Abstract:This paper selects the panel data of 30 key cities in China from 2003 to 2018, and uses the double difference method to study the impact of carbon emission total and intensity dual constraint policy on urban air quality in China. Firstly, based on the Dynamic Causality effect, the implementation year of the total carbon emission and intensity double constraint policy is determined; secondly, the average causality effect of the total carbon emission and intensity double constraint policy on urban air quality is investigated; finally, the robustness of the empirical results is tested by changing the implementation year of the policy, the sample study area and the urban air quality. The results show that: after the implementation of the double constraint policy of total carbon emission and intensity, the average concentration of SO2 will be decreased by 2.7633%, the average concentration of NO2 will be decreased by 1.0576%, the average concentration of PM10 will be decreased by 3.0981% and the comprehensive pollution index will be reduced by 0.0869% after the implementation of the policy.
