| 中文摘要:为应对气候危机而开启的绿色转型可能对社会正义造成不良影响。中国是一个碳密集型产业大国，再加之初始禀赋不平等的复杂因素，其在绿色转型过程中社会正义必然面临风险。公正过渡作为一项正义原则已被纳入全球绿色转型规制体系当中，联合国、区域性国际组织及一些国家在公正过渡方面已经取得了一系列成就。中国绿色转型要想取得成功，也应建立公正过渡机制，在效率与正义的平衡中确立民生保障理念，采取转型能力识别与类型化精准应对的规制策略，设立公正过渡基金，建立公正过渡综合管理部门，完善公正过渡的监管机制，完善公正过渡的制度体系，为世界的绿色转型贡献中国力量和中国智慧。 |

| Just Transition: A Regulatory Approach to China’s Green Transformation in the Context of “Double Carbon” |

| Abstract:The Green Transformation in response to the climate crisis may bring adverse impacts on social justice. In the green transition process, China is bound to face social justice risks, due to its status as a large country with carbon-intensive industries, coupled with the complexity of unequal initial endowments.Just transition as a principle of justice has been introduced into the global green transition regulation system, among which the United Nations, regional international organizations and some countries have made a series of achievements in the area of just transition. For China’s green transition to be successful, it should also establish a just transition mechanism, establish the concept of livelihood protection in the balance of efficiency and justice, adopt the regulatory strategy of transition capacity identification and typological precision response, set up a just transition fund, establish a comprehensive management department for just transition, improve the regulatory mechanism for just transition, and perfect the institutional system for just transition so that we expect to contribute Chinese power and Chinese wisdom to the green transition of the world. |
