| 中文摘要:习近平总书记关于新时代住房制度的重要论述，贯穿了“以人民为中心”的发展思想，以“房住不炒”、实现“全体人民住有所居”作为基本目标，提出了实行“租购并举”、加快推进住房保障和供应体系建设的改革方向。这些重要论述与马克思、恩格斯二人关于民生与住房的诸多阐述一脉相承，继承、坚持并发展了党中央历代领导人关于民生和住房的思想。习近平总书记关于新时代住房制度的重要论述，是发展中的马克思主义与中国特色社会主义住房理论的创新与发展，是坚持“两个结合”在住房领域的集中体现，是新时代持续优化我国住房制度和住房政策的重要指引，符合解决民生短板问题的现实要求，是增进人民福祉、推动共同富裕、推进社会主义现代化建设的时代要义。 |

| Abstract:General Secretary Xi Jinping’s important discussion on the housing system in the new era always runs through the people-centered essence, with housing without speculation and meeting the housing needs of all people as the basic orientation, and takes the implementation of rent and purchase and accelerating the construction of housing security and supply system as the reforming direction. These important expositions are in line with Marx and Engels’ expositions on people’s livelihood and housing, adhering to and developing the thoughts of successive leaders of the CPC Central Committee on people’s livelihood and housing. It is the innovation and development of socialist housing theory with Chinese characteristics for the new era, and also an important guide for the continuous optimization of China’s housing system and housing policy in the new era,and also in line with the objective requirements of improving the shortcomings of people’s livelihood. It is an objective requirement for improving people’s well-being, promoting common prosperity, and promoting socialist modernization. |
