| 中文摘要:卫生防疫事关国家安全和人民幸福。在中国共产党的领导下，我国逐步构建起一个组织架构基本完善、法律法规初具规模、筹资结构趋向合理、基础设施较为完备、人员队伍总体增长的专业化卫生防疫体系。发挥党的领导的政治优势、秉持人民至上的价值追求、用好预防为主的关键策略、体现公益性质的基本原则，是中国共产党领导卫生防疫体系建设的基本经验。开启新征程，要进一步加强卫生防疫顶层设计，完善卫生防疫法治体系，锤炼卫生防疫人才队伍，推进卫生防疫信息化建设，从而更好地服务于人民健康需求和社会主义现代化建设。 |

| Practice and Basic Experience of the Construction of Health and Epidemic Prevention System under the Leadership of the CPC |

| Abstract:Health and epidemic prevention are related to national security and happiness of the people. Under the leadership of the Communist Party of China (CPC), China has gradually established a professional health and epidemic prevention system with a basically complete organizational structure, a preliminary scale of laws and regulations, a reasonable financing structure, a relatively complete infrastructure and an overall increase in the number of personnel. The basic experience of the CPC in leading the construction of the health and epidemic prevention system is to give full play to the political advantages of the CPC's leadership, uphold the value pursuit of the people's supremacy, make good use of the key strategies of putting prevention first, and adhere to the basic principles of public welfare. To embark on a new journey, it is necessary to further strengthen the top-level design of health and epidemic prevention, improve the legal system of health and epidemic prevention, strengthen the ranks of health and epidemic prevention professionals, and promote the informatization construction of health and epidemic prevention, so as to better serve the needs of people's health and socialist modernization. |
