中文摘要:习近平关于老年志愿服务的重要论述以积极应对人口老龄化为主线，将老年人视为可以利用的人力资源，满足老年群体自由全面发展的精神诉求，有效彰显了以人民为中心，为人民谋福祉，助力全体人民实现共同富裕的民生价值导向。该论述对老年志愿服务的战略定位、价值取向、发展方向及功能作用进行了系统阐述，科学回答了中国在积极应对人口老龄化进程中应以什么样的价值理念、制度安排和组织形式来发展老年志愿服务的现实问题，展现了独特的人民性、时代性与文化性特质，对实现老有所为，提升老龄社会治理水平，构建多层次养老服务体系，促进志愿服务赓续传承具有重要意义。

The Era Background, Theoretical Connotations and Practical Significance of Xi Jinping’s Important Statemonts on Voluntary Services for the Elderly

Abstract:Xi Jinping’s important statements on volunteer services for the elderly focus on actively coping with population aging, regards the elderly as human resources, and meet the spiritual demands of the elderly group for self-development.It effectively demonstrates the people’s livelihood value orientation of putting people at the center, seeking the well-being of the people, and helping all people achieve common prosperity.This paper systematically expounds the strategic orientation, value orientation, development direction and function of elderly volunteer services.It also scientifically answers the practical questions of what kind of values, institutional arrangements and organizational forms should be used in China to develop volunteer services for the elderly in the process of actively responding to population aging.It shows the unique characteristics of the people, the times and the culture.It is of great significance to realize the aged individual’s old age, improve the governance level of the aged society, build a multi-level elderly care service system, and promote the passing of volunteer services from generation to generation.
