中文摘要:“以保息六养万民”集中体现了《周礼》的人权保障思想。慈幼，保护妇女儿童；养老，保障老年人权益；振穷，救助遭遇突发变故而难以生存者；恤贫，救助贫困者；宽疾，保护残疾者和病患者；安富，创造安定的社会环境，让人民放心走向富裕。“保息六政”在两汉以下历朝不同程度地获得实施，创造了众多典型案例。“保息六政”的人权思想具有民权性、务实性、系统性，特别强调经济支撑。

Research on the Thoughts of Human Rights Protection in the “Six Policies of Caring for the People” in The Rites of Zhou

Abstract:“Nourishing all the people through the six policies of caring for them” embodies the thoughts of human rights protection in The Rites of Zhou. “Cherishing the young” was to protect women and children.“Supporting the elderly” was to safeguard the rights and interests of the elderly.“Relieving the poor” was to help those who encountered sudden changes. “Sympathizing with the poor” was to assist the poor. “Caring for the disabled and the sick” was to protect the disabled and the sick. “Ensuring prosperity” was to create a stable social environment and enable commoners to become wealthy. The “six policies of caring for the people” in The Rites of Zhou were implemented to varying degrees in various dynasties from the Han Dynasties onwards，creating many typical cases. These human rights thoughts of “six policies of caring for the people” are characterized by civil rights，pragmatism，and systematicness，with a particular emphasis on economic support.
