| 中文摘要:《周易》是一部卜筮之书，但其中蕴含殷周时期的各种礼仪制度。《周易》卜筮活动是礼制的重要组成部分，因而它也被视为一部可应用于国家治理的政治典籍。虽然《周易》文辞无法完整地呈现当时的治国理念，也不能还原当时如何运用这些理念和典章制度治理国家，但是，透过卜筮文辞中的零星话语，仍然可以窥见殷周时期神道、观民、道德感化、刑法等治国理念及其在后世实践活动中发挥的作用。这些治国理念是儒家礼制思想的源头，对于早期儒家形成和发展有着重大影响。其中所蕴含的与礼相关的“德治”与“法治”等理念，对于推动当下建构和谐、有序、文明的社会与新时代法律体系具有重要意义。 |

| An Exploration of the Governance Concepts in the Ancient Classic of Zhouyi |

| Abstract:Zhouyi is a divination text，but it contains various ritual systems of the Yin and Zhou dynasties. The divination practices in Zhouyi were an important part of the ritual systems，thus making it a political classic applicable to state governance. Although the texts of Zhouyi cannot fully present the governance concepts of that era or reconstruct how these concepts and institutional regulations were applied in governing the country,the scattered statements in the divination texts still reveal the governance concepts of the Yin and Zhou dynasties，such as the divine governance, public observation，moral influence，and criminal law，as well as their roles in subsequent practical activities. These governance concepts served as the source of Confucian ritual ideology and had a significant impact on the formation and development of early Confucianism. Among them, the concepts related to rituals，such as “rule by virtue”and “rule by law”，are of great significance for promoting the construction of a harmonious，orderly，and civilized society and the legal system for the new era. |
