中文摘要:基于政企合作视角，考察智能化政府建设对政府公共服务效率的双刃剑效应，通过构建纳入人工智能与政府决策的量化空间模型，并使用地方政府与人工智能企业签订采购合同作为准自然实验。研究发现，智能化政府建设会通过财政挤出效应、创新驱动效应和人才集聚效应对公共服务效率产生正反两方面影响，最终平均效应为正。异质性分析发现，智能化政府建设主要推动了长三角地区以及大规模、低政府干预、低财政压力城市的公共服务效率的提升。

The Impact of Intelligent Government Construction on the Efficiency of Public Services—Evidence from the Data of Chinese Government Procurement Contracts

Abstract:Based on the perspective of government-enterprise cooperation， the double-edged sword effect of intelligent government construction on government public service efficiency is examined. By constructing a quantitative spatial model incorporating AI and government decision-making and using local governments’ signing procurement contracts with AI firms as a quasi-natural experiment， it is found that cooperation with AI firms will have a positive and negative impact on public service efficiency through the fiscal crowding-out effect， the innovation-driven effect， and the talent-aggregation effect， with the final average effect being positive. Heterogeneity analysis shows that signing procurement contracts mainly promotes public service efficiency in the Yangtze River Delta region as well as in cities that are large-scale， with low-government-intervention and low-fiscal-pressure.
