中文摘要:晚清至民国时期,外国在华通讯社不仅有国别属性,更有跨国属性;不仅有舆论功能,更兼具情报作用。中美通讯社自1918年创办至1928年解散这十年间经过四个发展阶段,表面是主事者从美国人变为中国人,实则在中国和美国、官办与私营之间摇摆,深层蕴含着在中美之间各方势力相互渗透竞合的复杂跨国性。它既为美国政府服务,又有国民党势力渗透,还为北洋政府提供国际情报,不只是列强对中国精英的主动布局,更是中国复杂政治集团借助外国通讯社进行有目的宣传以搅动政局、获取国际信息以调整内外政策的主动使然。中美通讯社在中美跨国之间、在情报与舆论之间,产生了复杂多变的利益缠绕和身份认同,其在京沪的“双城”活动以及联通中外的信息流动,对五四运动前后的国内政局和北洋外交起到了重要作用。

The Transnational Entanglement of Public Opinion and Intelligence: The Sino-American News Agency between China and the United States during the May Fourth Period
Abstract:During the late Qing and Republican periods, foreign news agencies in China possessed both national and transnational characteristics; they served not only as platforms for opinion expression but also as intelligence agencies. The four developmental stages of the Sino-American News Agency (Chun/Chung Mei News Agency) from its establishment in 1918 to its dissolution in 1928 on the surface,saw the change of the main operators from Americans to Chinese. In fact, However, in practice, this transition oscillated between China and the United States, between government and private sectors, reflecting the intricate transnational dynamics of interactions between various forces in both countries. The agency not only served the interests of the U.S. government but also penetrated by the ranks of the Kuomintang and provided international intelligence to the Beiyang government. It represented both the strategic deployment of Chinese elites by foreign powers and the proactive efforts of China’s complex political factions to conduct targeted propaganda through foreign communication agencies in order to influence the political landscape, acquire international intelligence, and refine both domestic and foreign policies. The Sino-American News Agency has created intricate and evolving entanglements of interests and identities between China and the United States, intertwining intelligence with public opinions. Its “twin city” operations in Beijing and Shanghai, along with the information flow linking China and the outside world, played a significant role in the domestic political situation and Beiyang diplomacy before and after the May Fourth Movement.
