| 中文摘要:以2000年以来国家层面出台的191份数字文化产业治理政策文本为样本，从政策演进的视角，探寻我国数字文化产业治理的政策牵引历程及走向。研究发现，我国数字文化产业治理历经政策初探期、政策推进期、政策纵深期三个特征鲜明的演进阶段，逐步实现了“放管服”的现代化转型。数智时代，我国应立足数字文化产业治理的政策牵引特征与规律，进一步明确政策方向、厘定政策内容、创新政策举措，在更深层次上揭示“为何治理—治理什么—如何治理”的政策牵引逻辑，全面推进数字文化产业治理现代化。 |

| The Policy-Driven Process and Trendsof Digital Cultural Industry Governance in China |

| Abstract:The study takes 191 digital culture industry governance policy tests issued at the national level since 2000 as samples，and explores the policy-driven process and trends of China’s digital cultural industry governance from the perspective of policy evolution. It is found that the governance of China’s digital culture industry has gone through three distinctive phases of evolution, which is the exploration period，the advancement period，and the depth period，and has gradually realized the modernization and transformation of “release-administration-service”. In the digital age，China should be based on the policy-driven characteristics and laws of digital cultural industry governance，further clarify the policy direction，define the policy content，and innovate the policy measures，to reveal the policy traction logic of “why govern—what to govern—how to govern” at a deeper level，and to comprehensively promote the modernization of digital culture industry governance. |
