中文摘要:以索洛经济增长模型为基础，构建以数据要素为经济增长动能的数据经济增长模型，通过对参数赋值模拟，发现数据要素效用预测结果良好。在没有任何技术进步的情况下，当数据要素处于稀缺状态时，增加数据存量可以获得短期内的边际经济收益递增；当数据要素由稀缺转为丰富时，对经济的促进效应开始减弱，直到边际收益递减至零。鉴于此，本研究基于2013—2022年中国30个省（自治区、直辖市）的面板数据，实证分析数据要素赋能经济高质量发展的影响效应及作用机制。研究表明：数据要素对经济高质量发展有着显著的促进作用；数据要素能够通过提高全要素生产率间接推动经济高质量发展；数据要素在促进经济高质量发展时存在信息化水平的门槛效应。要使数据要素稳健赋能经济高质量发展，我国在投入数据要素时还需结合所在地区特点精准定量，否则会显著抑制经济高质量发展水平的提升。

Research on the Mechanism and Impact of Data Factors in Empowering High-Quality Economic Development

Abstract:Based on the Solow economic growth model, this study constructs a data-driven economic growth model that incorporates data factors as an engine of economic growth. Through parameter assignment simulations, it is found that the predicted utility of data factors performs well. In the absence of technological progress, when data factors are scarce, increasing data stock can yield increasing marginal economic returns in the short term. As data shifts from scarcity to abundance, its positive impact on the economy begins to slow down until marginal returns eventually diminish to zero. Using the panel data from 30 Chinese provinces (autonomous regions and municipalities) from 2013 to 2022, this paper empirically analyzes the impact effects and mechanisms through which data factors contribute to high-quality economic development. The findings indicate that data factors play a significant role in promoting high-quality economic development; they can indirectly drive high-quality economic development by enhancing total factor productivity. Moreover, the role of data factors in promoting high-quality economic development exhibits a threshold effect related to the level of informatization: the promoting effect is more pronounced when informatization levels are low and weakens as informatization levels rise. To ensure that data factors robustly empower high-quality economic development, their input must be precisely quantified in accordance with regional characteristics; otherwise, it may significantly hinder the improvement of high-quality economic development.
